A. REFOUNDING OF SAINT MARY’S UNIVERSITY
VISION:
 
We envision Saint Mary's University as a nurturing and zealous missionary Catholic educational institution, committed to forming and animating COMPETENT, CREATIVE and COMMUNITY-SUPPORTIVE CHRISTIAN disciples.

MISSION:

We commit ourselves to:
1. relentlessly pursue quality and excellence for local and global relevance and responsiveness

GENERAL OBJECTIVES:

A. Competence
 
1. develop in the individual, a solid foundation of knowledge, attitudes, habits and skills necessary for professional, civic, social and moral life, and
2. develop the individual’s potentials as a human being to the maximum so that he will turn out to be a responsible and dynamic leader and a productive and versatile citizen who can meet both local and global demands.
 
B. Creativity
 
1. act as center of research for the discovery and advancement of new knowledge and promotion of scientific attitude among intellectual leaders,
2. provide avenues for collaborative planning both for the short-term and long-term institutional plans, and

1. COMMITMENT BUILDING PROGRAM
 
We recognize that the commitment-building program is the flagship program of the university geared towards the formation of persons who are totally committed to themselves, to others and to their environment.
Persons who are committed to themselves are those who constantly seek to develop fully their human and God given talents and potentials and become the best of what they could be.
Persons who are committed to others are those who use their talents and resources in the service of their communities and the nation.
Persons who are committed to their environment are those who constantly work for and actively participate in the preservation and the promotion of the environment.
We therefore, exhort all members of the Marian community to:
a. Voluntarily offer their time, resources and energy for service.
b. Be vigorously involved in the curricular, co-curricular and extra-curricular programs and activities of the university.
c. Take active part in the preservation and promotion of the integrity of creation.

2. MULTIDISCIPLINARY RESEARCH PROGRAM
 
We recognize that multidisciplinary research is a basic function of the University for the enhancement of creativity, the production of relevant research output and the progress of society. We also believe that each member of the community is a vital instrument in the development of a culture of research and that the cultivation of creativity in an individual will enable him to better adapt new technologies.
It is therefore important that the University will:
a. Find appropriate programs and activities that will develop and enhance multiple intelligences and promote creative and critical thinking skills of the members of the academic community.
b. Provide Resources and opportunities that will nurture the development of creativity and production of significant research outputs.
c. Provide training for the faculty and students to improve their skills in research.
d. Provide incentives and give due recognition to encourage faculty and students to do quality research.
e. Integrate research and creative thinking subject in the curriculum.
f. Allow members of the academe the autonomy to pursue lines of inquiry that are meaningful to them.

3. RELIGIOUS FORMATION PROGRAM
 
We affirm that religious formation is a very important flagship program to deepen and strengthen the spiritual life and the relationship with God of all the members of the academic community.
In the pursuit of the religious formation of its own members, the university shall promote a value system rooted in Christ and emulate the virtues of Mother Mary. It shall also encourage everyone to be a living witness of Christ and the gospel values and shall foster the growth in one another of a mature Christian faith.
It is therefore imperative that the University shall:
a. Promote Religious instruction in all levels.
b. Hold meaningful regular liturgical celebrations, recollections and retreats.
c. Encourage each member to be compassionate and forgiving of others and to take the initiative to reconcile with others.
d. Enjoin each member to be fair and respect in their remarks and dealings with one another.
 
4. PROFESSIONAL AND STRUCTURAL DEVELOPMENT PROGRAM
 
The University recognizes that institutional resources play a vital role in the pursuit of competence in one’s profession. Human resources, without adequate and appropriate support structures and methods, will not be sufficient to ensure the development of competent professionals.
Hence, the University has the responsibility to implement the following policies:

4.1. On the Professional Development of the Faculty
4.1.1 Vigorously pursue a continuing staff development program along the line of the faculty member’s specialization. The development activities shall consist of:
a. graduate studies in and outside SMU
b. short term training programs based on needs.
4.1.2 Encourage faculty members to utilize the findings of educational researches to make instruction more innovative, efficient and effective.
4.1.3 Equitably distribute faculty development benefits and incentives among the different departments of the University.
4.1.4 Continually strengthen the supervision of instruction
4.1.5 Give due importance to the faculty evaluation by the students, administration and their peers for faculty ranking and promotion.
4.2. On the Formation of Students as Future Professionals
The administration, faculty, alumni and students shall:
4.2.1 Periodically review and cooperatively revise the curricular programs.
4.2.2 Consistently and strictly implement the admission and retention policies
4.2.3 Encourage linkages and networking inside and outside the academe.
4.2.4 Expand curricular programs relevant to current needs of the local, national and international communities.
4.2.5 Continuously upgrade library, laboratory and other resources
4.2.6 Respond to the government thrusts on academic excellence through accreditation.
4.2.7 Strongly emphasize the ethical standards appropriate to the various forms of professional life.
4.3 On Structural Development
4.3.1 Build and maintain safe and environment-friendly infrastructures as needed.
4.3.2 Expand and optimize the use of information technology to enhance the productivity, efficiency and effectiveness.
4.3.3 Facilitate the adoption of applicable best practices of other educational institutions to improve productivity and competitiveness (benchmarking).
4.4 On Financial Management
4.4.1 Improve revenue performance by:
a. more aggressive marketing
b. entrepreneurial development
c. other forms of fund sourcing
4.4.2 Financial management shall be enhanced by:
a. Streamlining of the organization structure.
b. Introducing cost-cutting measures in the use of supplies, materials and utilities.

5. EVANGELIZATION PROGRAM
 
We recognize that evangelization, which is preaching by word and action the salvific love of God for the world, is the flagship program to nurture the missionary zeal of the Marian community.
As a premier catholic University in the province, we shall faithfully animate everyone, particularly the youth to discover, deepen and appreciate the richness and beauty of the catholic faith.
As a CICM institution, Saint Mary’s University steadfastly gives preferential concern for the poor, the handicapped and the marginalized and it endeavors to help transform enslaving systems and structures through education.
Therefore, we earnestly enjoin all members of the Marian community to:
1. Share our lived faith experiences with others.
2. Participate actively and willingly in the “Kalinga Mission Center” activities, especially its Christian values information component.
3. Share our human and material resources and that of the University to those in need.
4. Participate in parish/diocesan activities.
 
F. SPECIFIC OBJECTIVES
 
1. School of Accountancy
 
The College of Accountancy aims to prepare students for careers in accounting and to make them ready to deal effectively with the problems they will face as professional accountants and responsible citizens.
The primary objectives are:
a. To provide a means for students to acquire:
1.the knowledge, proficiency and intellectual abilities to provide services of the minimum scope and quality which the public has a right to expect from a beginning professional accountant; and
2. the capacity to grow and develop into a fully qualified professional accountant.
b. To lay the foundation on which the student builds additional knowledge, and with maturity and experience, learn to be a fully qualified professional accountant. Accordingly, professional accounting education should emphasize the development of those qualities that will enhance an accounting student’s long-run professional competence, particularly:
1. the ability to work effectively, think analytically and objectively, and become mentally disciplined;
2. the ability to communicate ideas orally and in writing;
3. an awareness of his responsibilities to society as a professional accountant and a responsible citizen.
c. To enhance the Accountancy graduate in his chosen career through continuing education.
The subsidiary objectives of the program are:
1. To prepare the student for the CPA examinations.
2. To prepare the student for employment in positions requiring his specialized training in accountancy.
 
2. School of Arts and Sciences
 
The School of Arts and Sciences through a program of liberal education, aims to develop persons with a humanistic and scientific background enabling them to transmit and further improve on their cultural heritage, their sense of values and strong national solidarity of purpose. It aims to develop unique persons as mature, Christian, and cultured professionals capable to take their place in human society as Filipino citizens and as members of God’s people.
Specific Objectives:
a. To provide students with a general education aimed at developing the students as human persons, scientifically oriented, environmentally committed, socio-culturally aware and responsible members of the Christian community.
b.To reinforce the students’ aspiration for economic security and prosperity by inculcating the value of hard work to increase productivity, enhance entrepreneurship, and achieve self-reliance for the benefit of the individual and the community.
c. To develop in the students creativity and appreciation of order and beauty.
d. To cultivate scientific outlook and critical and creative thinking for the understanding of past and present events.
e. To foster the spirit of nationalism that is enhanced by a common identity evolving from the spirit of bayanihan, and eventually working towards regional and international cooperation for peace and justice in the community of nations.
f. To strengthen the sense of social responsibility by cultivating values that preserve family unity such as mutual love, mutual respect and fidelity.
g. To develop understanding for the unique role man has to play in the world based on a Christian philosophy of life, Christian concepts of man, the world and history.
h. To stress the necessary community outlook by inculcating concern for others and the common good, love of freedom, and the democratic principles of equality, and respect for human rights.
i. To assist the graduates in their continuing professional growth.
 
3. School of Business
 
The School of Business aims to develop, in the fields of Business, productive, competent, critically thinking and responsible professionals/technicians with strong moral and spiritual foundation, who are aware of their rights, duties and responsibilities as Filipino citizens and as citizens of the world.
Specific Objectives:
a. To provide students with an adequate general education background in a Christian atmosphere to help them develop into ethical, creative, socially aware and responsible individuals and citizens with a Christian outlook.
b. To equip students with the knowledge, attitudes, and skills necessary to make them critically - thinking and acting, responsible and competent professionals/technicians.
c. To develop responsible leaders in the socio-economic field.
d. To provide opportunities for integration of academic studies and active business experience so as to make students aware of the present-day situations and problems and familiarize them with the modern technologies needed for the efficient and effective solution of these problems.
e. To infuse desirable cultural values which will guide them in making decisions beneficial not only for themselves or their employers but also the general public.
f. To provide continuing education opportunities to graduates.
 
4. School of Computing Science and Information Technology
 
The College aims to develop experts in information technology and information management equipping our students to prepare well for their career as I.T. professional and become tomorrow’s leaders and achievers in industry, academe and government. It aims to consistently provide the students with the most progressive, up-dated, relevant and well-rounded academic programs, supporting their learning through the availability of advance and extensive resources. Furthermore, the Institute aims to provide quality instructions, programs and research activities that will help students develop new ideas methods, and technologies to serve a diverse range of technological needs.
Specific Objectives:
a. To produce graduates suited to the manpower requirements of present day society.
b. To provide students with a curriculum that would equip them with life long skills and enrich their creativity and intelligence.
c. To provide students with faculty members who possess the proficiency and competence to fulfill the roles of teachers and professionals.
d. To provide quality instruction in the field of information technology and management.
e. To equip the students with core computer and technological competencies and skills allowing them to pursue careers in just about any area in the field of computing and information technologies.
f. To effectively provide students with knowledge on computer based solutions to problems encountered in business, school, government and other institution’s operations.
g. To help students develop professional attitudes and work ethics.
h. To produce resources and materials relevant to the needs of the students, the university and society, such as computer programs, C.D. programs, etc.
i. To provide an environment and structure that will push students to undertake relevant researches in the field of information technology and publish these results.

5. School of Education
 
Since teaching is the heart of all professions, the key to basic education and the improvement of all other higher education programs, the School of Education is committed to produce excellent teachers who are highly motivated, globally competitive and are living models of Christian values capable of improving the quality of human life. As an agency of basic education, it aims to develop teachers who are academically excellent, highly pedagogically competent and imbued with positive attitudes and values in the spirit of Christian service.
Specific Objectives:
a. To provide the students with a general education which will assist them in the utmost development of their potentials as human beings nourished by the best in human and Christian traditions.
b. To develop individuals, fully equipped with knowledge, tools, attitudes and values necessary in the efficient practice of their profession.
c. To enhance their training in community membership and leadership as creative, resourceful and socially responsible agents of change in accordance with Filipino culture.
d. To develop in the students desirable personal and social traits that will deepen their concern and involvement in national and international issues.
e. To develop teachers who are committed to their profession.
f. To provide continuing education opportunities to teacher graduates.

6. School of Engineering and Architecture
 
The education and training in the College of Engineering and Architecture should be directed towards the service of humanity. In this ever improving world of science, the training of the Engineer will, to a great extent, determine and contribute to the survival and growth of man’s institutions, culture and civilization. The Engineer is the instrumentality through which the natural resources of the country are harnessed to their fullest utilization. He is the creator of homes, cities, utilities and improvements that make life easy and livable in this age of progress. These functions impose great social, environmental and technical responsibilities beyond those of the ordinary businesses of man to which the engineering student should be prepared to dedicate himself.
Hence, the College of Engineering and Architecture stresses the real concept of the true nature of education, the imparting of human values and of good and sound judgment.
Specific Objectives:
a. To equip the students with the academic and technical know-how, the experience and practical skills, the understanding and insight needed in his profession.
b. To provide students with a foundation in culture, human values and Christian principles so as to make him socially responsible and acceptable in the future practice of his profession.
c. To instill in the student the desire and determination to maintain his study and constantly re-examine his technical competence.
d. To train students for careers geared to the sustainable development of the country’s natural resources through linkages with government and non-government organizations.

7. School of Health Sciences
 
The College of Health Sciences aims to produce nurses who are professionally prepared and who are endowed with potentials for leadership and for higher studies. Further, it aims to produce nurses imbued with the Christian spirit of service, social insight and commitment, and humanitarian dedication.
Specific Objectives:
a. To prepare the young person for the effective practice of nursing in various settings by providing a broad basic education necessary for the proper understanding of the principles and methods of modern scientific nursing;
b. To provide the broadest possible background of cultural and professional knowledge thus equipping the students with the professional discipline and skill needed for future leadership positions in nursing;
c. To provide enough opportunities for active in various programs in the health care system, and for actual practice in real situations; and
d. To develop the personal qualities that would enable the students to live a wholesome, satisfying life as professionals and as individuals and to fully contribute to the welfare and development of the country and of humanity.
 

8. College of Law
 
The College of Law is directed towards the training of men and women in the field of law, grounded in Christian values and motives as would merit the approval of all just men. It prepares them to be worthy members of the legal profession and society, committed to the unceasing quest for truth and the administration of justice, pure and unsullied.
Specific Objectives:
a. To produce lawyers with broad knowledge of law and its various fields, and of legal institutions so that they may help empower people, especially the poor and the marginalized in society thereby assuring them of their human dignity;
b. To prepare law students for advocacy, counseling and decision-making, and to develop/enhance their ability to deal with recognized legal problems of the present as well as the emerging problems of the future;
c. To develop lawyers with critical and analytical minds and the ability to articulate and express themselves effectively in order to resolve legal problems and issues, with concern for truth and the spirit of the law;
d. To train persons for national leadership as well as to contribute toward the promotion and advancement of justice and the improvement of its administration, the legal system and legal institutions in the light of the historical and contemporary developments in the field of law; and
e. To inculcate in the students the ethics and responsibilities of the legal profession and produce lawyers who will pursue the lofty goals of their profession conscientiously and adhere to its ethical norms faithfully.
 

9. School of Public Administration and Governance


The institute is tasked to focus on the following areas/components:

A. Research and Publication
1. Management of researches specifically on public policies, governance and development.
2. Publication of researches and instructional materials in coordination with the University Research Center.
3. Linkage with other agencies, and institutions on research activities and publication of materials.
4. Initiation of public lectures, debates and conferences on relevant issues or topics.

B. Curriculum and Instruction
1. Recruitment and periodic evaluation of faculty
2. Faculty development through scholarship grants from agencies and government institutions.
3. Development of equivalency credit system and programs that will facilitate the acquisition of related degrees or certificates/diplomas in the institute.
4. Development and evaluation of curriculum and instructional materials.

C. Extension Services and Linkages
1. Establishing linkages with other agencies, organizations, institutions for resource-sharing and to support the goals of the Institute.
2. Preparation of project proposals for the Institute and finding funding agencies to support the proposals and other programs.
3. Advertising, preparation and conduct of training programs and modules on public administration and governance to groups or agencies outside of the Institute.
 
10. High School
 
Secondary education in Saint Mary’s University prepares the students for productive citizenship. It makes provision for the total development of the students with particular attention to the needs of the students in their adolescent stage of development and fundamental issues arising from a changing society in which they are to function. Most of all, it stresses the development of Christian maturity.
Specific Objectives:
a. To create an atmosphere animated by the Gospel spirit of freedom, justice, peace and charity conducive to the development of an integrated personality.
b. To provide a well-balanced program of studies for the development of academic excellence in preparation for college work.
c. To develop thinking, communicating, and decision-making skills including manipulative skills, which will help the students, cope with the realities and problems of present-day life.
d. To provide experiences and opportunities contributing to the formation of desirable attitudes and values for the development of healthy social relationships as leaders or followers.
e. To develop basic understanding of the essentials of citizenship and an appreciation and preservation of the cultural heritage, thereby instilling reasoned commitment to national goals.
f. To provide opportunities for the wise use of leisure time by discovering and heightening appreciation for the arts, sciences and their environment.
g. To guide the students towards their true vocation in life based on their interest and potentials as well as community needs.
h. To assist in the Christian formation of the students through the development of a set of values and ethical system which reflects and transmits the Christian message.

11. Grade School
 
Saint Mary’s University Elementary Department aims at enabling the learners to acquire the basic skills: knowledge, habits, attitudes and values necessary to prepare them for secondary education and to make them efficient and intelligent citizens in a democratic society.
As a Catholic institution of learning, it considers the total development of the child with emphasis on Gospel values.
Specific Objectives:
a. To cultivate in the pupils a deep knowledge of their Catholic faith to enable them to love God, their family, fellowmen and country and to make a better society through the formation of Christian attitude and values and through a learner-centered and life-oriented curriculum, evoking from the pupils a positive response to the needs of their fellowmen particularly the less fortunate.
b. To provide a high standard of academic training to enable every pupil to develop his intellectual abilities to the highest degree.
c. To inculcate self-discipline and love for work.
d. To develop interest in the wise use of leisure time in order to attain self-realization and contribute to the welfare of the community.
e. To carry on healthy living in a wholesome environment so as to become physically strong and mentally fit by fostering sound mental health through observance of balanced work, play, and study activities, encouraging practice of health rules for a sound body and developing habits that will help preserve and protect the environment.
